Kinondoni Municipal Council is one of the five (5) Councils that make up the Dar es Salaam Region. The others are Temeke Municipal Council, Ubungo, Kigamboni and Dar es Salaam City Council.
Kinondoni Municipal Council was established by Government Act (City Authorities) Chapter 288 through Government Notice No. 4 of 2000 by the Office of the President, Regional Administration and Local Government as an independent body, thus giving it authority to increase the quality of service delivery to its citizens.

LOCATION BOUNDARIES
Kinondoni Municipal Council borders the Indian Ocean to the east, Ilala District to the South, Bagamoyo District to the North and Ubungo District to the West. The council is connected to other parts of cities and countries through a network of communication routes. The main roads include Morogoro Road, Bagamoyo, Kawawa, Sam Nujoma Road, Mwai Kibaki and Ally Hassan Mwinyi.
CLIMATE:
The climate of Kinondoni Municipality is an average temperature of 290C degrees per year. The warm season lasts between October and March, while the average winter temperature of 250C is between May and August and 29 – 330C degrees for the remaining months of the year.
The average annual rainfall is 1,300 mm in the two seasons which are autumn in October – December and spring which begins in March – May.

LOCATION AND POPULATION
Kinondoni Municipal Council has an area of 321 square kilometers. According to the 2012 National Population and Housing Census, Kinondoni Municipality had a population of 929,681.
Given the increase in population growth of 5.0 percent per year, the Municipality is estimated to have a population of about 1,245,861 by 2018, so each square kilometer has a capacity of 3,882 people.
ADMINISTRATION
Administratively Kinondoni Municipal Council is divided into two (2) Divisions which are Kinondoni and Kawe, Twenty (20) Wards and one hundred and 106 (106) administrations. The number of constituencies is two (2) which are Kinondoni and Kawe Constituencies.
The District Commissioner is the General Manager of all Government activities in the District. The Municipality is headed by a 29-member Council of Councilors with 26 Councilors and 3 Members of Parliament where the Deputy Mayor is the Chief Executive Officer and the Municipal Director is the Chief Executive on behalf of Local Government.

RESPONSIBILITIES OF KINONDONI MUNICIPAL COUNCIL
These responsibilities are as follows: –
To strengthen and facilitate peace, order and good governance within its area of jurisdiction.
To place emphasis on social and economic welfare activities for all persons within the area of the Council in accordance with National Planning and Policy for Council development, the Council is responsible for promoting development in the social and economic spheres within the Council area.
Emphasize and ensure democratic participation in issuing directives that apply to the people themselves.
Establish and strengthen effective sources of revenue and other sources to enable Local Governments to carry out other functions effectively.

Supervise the construction of road infrastructure, buildings, electricity and water.
To strengthen and develop business, industrial, marketing and informal sectors.
Provide health care, treatment, prevention and improvement of community development and social welfare.
Sanitation and control of solid waste and sewage in the Council area.
Supervise and provide Primary and Secondary education in the area of the Council.
Manage and coordinate the fight to reduce the spread of HIV and control new infections.
Supervise the implementation of Policies, Country Laws and Council By-Laws.
